Mandated Service

Mandated service is unpaid work done as an obligation or requirement set by a third party authority. It includes court-ordered service, students fulfilling graduation requirements, and service to maintain public benefits of various sorts. There is debate about whether the term "volunteer" applies to such mandates (Anthea Hoare of Canada coined the term "volun-tolds"), but nevertheless it's most often the volunteer services office that provides assignments for these situations.  From the perspective of the host organization, such community service workers are not paid, and therefore need to be managed as volunteers.
